When Canada-U.S. trade talks fell apart in late August, setting off a new round of tariff tit-for-tat between Prime Minister Mark Carney and President Donald Trump, Mr. Carney explained to Canadians the reasons why.
According to him, Canada’s negotiating team offered to drop remaining retaliatory tariffs on strategic sectors, such as steel, aluminum, and autos, if the U.S. substantially lowered their own tariffs to make it economic for Canadian companies to export to the U.S.
